What is the Wages Protection System (WPS)?

Published

Definition

The Wages Protection System (WPS) is a government mechanism verifying that private-sector employees are paid on time and in the correct amounts through recorded bank transfers. In Saudi Arabia it is administered via the Mudad platform under the Ministry of Human Resources and Social Development.

How it works

1. The business uploads the Wage Protection File to Mudad2. The bank executes the transfers to employees and returns disbursement confirmation3. The system compares: did every employee receive their declared wage on time?4. Compliance status updates automatically - deviation surfaces immediately

The idea is simple and forceful: the state knows who was paid and who wasn't instead of relying on individual complaints months later.

Employer obligations

  • Registering employee contracts on the labour platforms (Qiwa for Saudis; Musaned/Qiwa for domestic and professional workers) so that declared wages are known.
  • Paying salaries by the statutory deadline (usually monthly, within a defined window after month-end).
  • Uploading the wage file to Mudad by its deadlines.
  • Matching disbursed against declared - any reduction or delay shows in the compliance score.

Impact of non-compliance

  • Non-compliant status on Mudad and government portals.
  • Suspension of certain services (visa issuance, residency renewal, sponsorship transfers).
  • Financial penalties and formal escalation for repeat cases.
  • Effect on Nitaqat: WPS compliance is one factor in band assessment (its page).

Frequently asked questions

A flexible salary with commissions or variable bonuses?

The declared base must appear consistent; commissions and bonuses are also disbursed through the system and reported in the month at their actual amount.

An employee on unpaid leave?

Their status is recorded in the system so it doesn't appear as a disbursement delay - the recorded status explains the absent movement.

Does WPS replace manual salary slips?

Not for internal documentation with the employee, but it makes government verification automatic and comprehensive.
