What is the VAT rate in Saudi Arabia?

Published

The direct answer

The standard rate is 15%, in effect since 1 July 2020. VAT launched on 1 January 2018 at 5% and was raised to 15% as part of the 2020 fiscal measures.

The formulas

Adding tax: Gross = Net × 1.15Extracting tax: VAT = Gross × (15 ÷ 115)Net from gross: Net = Gross ÷ 1.15

Quick example: a displayed price of SAR 299 including tax → SAR 39 of VAT, SAR 260 net.

Not one rate for everything: the four treatments

TreatmentRateInput VAT recoveryExample
Standard-rated supply15%YesMost domestic goods and services
Zero-rated supply0%YesQualifying exports
Exempt supplyNo taxNoSpecified financial services, residential rent
Out of scopeNo tax-Transactions outside the system entirely

The difference between zero-rated and exempt is not semantic - it has a direct financial effect through input VAT recovery, detailed on those two pages.

Practical points about the rate

  • Consumer prices are displayed gross. In B2C selling, the advertised price is expected to include the tax; showing a price and adding 15% at the till is bad practice toward the consumer.
  • Rounding compounds. Halala differences per line become riyals on a long invoice; one consistent rounding method in the system prevents reconciliation gaps.
  • The rate applies per line, with the tax total shown separately on the invoice.
  • The supply date governs the rate. In any future rate change, the transitional rules attach to the supply, not to the collection date.

Frequently asked questions

Is there an announced plan to change the rate?

Official remarks about the rate surface in the news periodically; only what is enacted matters. Content built on speculation ages fast - the rate in force is 15% until something different is issued officially.

Does the rate vary by region or activity?

No. The standard rate is uniform across the Kingdom. What varies is the classification of the supply itself: standard, zero-rated, exempt, or out of scope.

Why does a line on my invoice show 0%?

Because it is a zero-rated supply - it enters the return within taxable supplies, at zero tax, with input VAT recovery preserved.
